Evaluation
Casino Inc. is a classic casino management game originally released in 2003, brought to Steam on April 17, 2015. Shortly after its Steam launch, on May 7, 2015, the developer released The Management Expansion Pack as a free addition — the only major content update the game has ever received. This expansion pack is now bundled into the base game, as confirmed by the store description ("Now includes The Management Expansion Pack!") and the short description ("Includes The Management Expansion Pack").
The developer has explicitly stated they no longer have access to the source code or original assets, meaning further development is not possible. A July 4, 2016 post acknowledged Windows 10 compatibility issues could not be fixed for this reason. The most recent developer communication was on October 18, 2017, when a community-sourced Windows 10 compatibility patch was applied — a maintenance-only fix rather than new content. There have been no developer posts of any kind since October 2017.
The game launched as a complete, finished product (originally from 2003), received one free expansion shortly after its Steam debut, and the developer has since confirmed they cannot make further changes to the game. All content has shipped, and the game is complete.
Evidence
Developer explicitly states they cannot fix compatibility issues because they no longer have the source code or assets for this old product. Further development is not possible.
The Management Expansion Pack released for free, adding 3 new cities, sandbox mode, new attractions, casino themes, convention types, and game features.

Classic strategy game from 2003. Run your own casino in the 1970s. It's classy. It's glitzy. It's all yours. Take a gamble. Start small with a slot machine or two. Employ some staff and open the doors. Pretty soon people will be talking about your place from coast to coast.
Visitor profiles vary from wealthy businessmen, professional gamblers to trailer trash and holiday flutterers. All have tastes to suit their budget and style. Teenagers seek noisy arcade machines, and high rollers want big stakes and big returns. They all have one thing in common: cash to spend.

As you grow to own hotels and casinos you'll want to set the amount of floor space given to rooms, bar and restaurant areas, roulette, card tables, slot machines, entertainment lounges, and to also set the level of payouts, profits and cream offs on the tables and machines. You will be able to see, in high detail, which of your outfits are popular. The graphical scale allows you to track the ebb and flow of the city at a zoomed out perspective, but then to zoom inside your buildings to see the gamblers playing Black Jack at the tables.
You can actively encourage the growth of the city by your actions. This is a tourist town; it has a multitude of businesses that very visibly attract customers if popular; the airport and roads become busy. The streets get choked. The tills ring more frequently. And, provided you're taking care of business, the profits will roll in.
