HELLGATE: London returned to Steam on November 15, 2018, published by HanbitSoft. At launch, the Tokyo content was temporarily withheld due to stability concerns, but the developer promised it would arrive as a free update. On November 29, 2018, HanbitSoft announced the Tokyo update was scheduled for mid-December. That update shipped on December 13, 2018, adding the Tokyo Main Quest, new maps, dungeons, and items — fulfilling the only outstanding commitment the developer had communicated. The last developer communication of any kind was this December 13, 2018 patch note. No further updates, roadmaps, or content announcements have been made since then. The game shipped as a repackaged single-player experience based on an existing version of the game (Hellgate: Tokyo Version 2.0), and the developer has not indicated any plans for additional content beyond what has already been delivered.
