Evaluation
Karmaflow: The Rock Opera Videogame launched Act I on January 19, 2015, with Act II promised to buyers as a free update. Act II shipped on May 2, 2015 (slightly later than the originally promised April date), completing the full game — both acts, five worlds, and the original soundtrack were now available to all purchasers. Following Act II's release, the developer issued a series of bug-fix and polish patches through September 1, 2015, the last recorded communication from Basecamp Games. No further content has been announced since that time, no unreleased DLC exists in the store listing, and no roadmap or future plans have been communicated. The store description markets the game as a complete package (Act I + Act II + digital OST), and the developer's own May 2015 announcement called Act II the completion of the game. With the final patch arriving on September 1, 2015, and no developer activity of any kind since then — now more than a decade ago — the game is clearly a finished product with no further content planned.
Evidence
Developer announced Act II is now available, stating 'with Act II the game is now complete' with 3 new worlds, completing the full rock opera as originally promised to buyers of Act I.
Act I launched on Steam; buyers were promised Act II and the soundtrack as a free update in April 2015, defining the full scope of the game.

About this game

Karmaflow: The Rock Opera Videogame is a puzzle platforming game. It is a unique spin on the traditional gaming experience. In Karmaflow, the game’s story is presented entirely in the form of a rock opera, sung by some of the world’s most talented rock voices.
Karmaflow tells the story of the Karmakeeper, and his journey through several worlds. Each world is protected by a Guardian. These Guardians are burdened by a heavy conflict, which rages in each world. The Karmakeeper learns what happened in each world by hearing each Guardian out, but also listening to their counterparts. In the end, he decides what happens to the world and its inhabitants.
Play as the Karmakeeper and actively decide the way the rock opera and its story progresses in Karmaflow: The Rock Opera Videogame. Puzzle and explore your way through five different worlds. Change the environment, change the music...
Key features:
