Evaluation
Phantom Thief Effie launched on November 3, 2023. The only developer communication after release was a small bug fix on November 7, 2023, addressing a localization issue in the Simplified Chinese version. There are no DLC listings, no announced future content, no roadmap, and no developer statements about planned updates. The store description presents the game as a complete, self-contained adventure with no indication of post-launch content. Given the game launched as a finished product with no post-launch content cycle and no outstanding commitments, it is treated as complete from its release date.
Evidence
Store description presents a self-contained story about Effie the Phantom Thief with no mention of expansions, DLC, seasons, or planned additional content
Small bug fix update for the Simplified Chinese version shortly after launch — the only post-release developer communication on record
