Evaluation
Romance of the Three Kingdoms VII with Power Up Kit is a Steam port of a game originally released in 2000, brought to Steam on July 25, 2017 as part of Koei Tecmo's "Kou Shibusawa Archives" series celebrating the publisher's 35th anniversary. The store description makes clear this is a re-release of a classic title, not a new game receiving ongoing development. The only developer activity following launch was a localization patch on November 15, 2017 that added Traditional Chinese language data — a one-time maintenance update, not part of any content development cycle. Since November 2017, the developer has posted no further updates of any kind. There is no DLC, no announced future content, no roadmap, and no post-launch content pattern. This game launched as a complete, finished product and has received no new content beyond the initial localization patch.
Evidence
Game described as a Steam re-release of the 2000 classic, part of the Kou Shibusawa Archives archive series — a collection of previously released titles brought back to market, not a live game receiving new content.
A localization patch added Traditional Chinese language data — the only post-launch update, and the last developer communication on record.
