Evaluation
Roommates launched on October 15, 2014, and received two DLC releases: a Bonus Content pack on the same day as launch (October 15, 2014) and an Uncensor Patch on March 7, 2019. Both DLC items are fully released, and there are no unreleased DLC entries in the store listing. The developer has made no announcements of additional content planned for Roommates specifically.
The news posts associated with Winter Wolves' Steam presence are all focused on entirely separate, newer titles — including crowdfunding campaigns and releases for games like Christine's Care, Thieves of Dingirra, Tales From The Under-Realm: Lilith, House of Chavez, and others. None of these posts reference any future updates or content for Roommates. This pattern indicates that Winter Wolves has moved on to new projects and considers Roommates a completed product.
With both DLC items shipped and no announcements of future content, the game's content was effectively complete as of the Uncensor Patch release on March 7, 2019.
Evidence
Uncensor Patch DLC released; this is the most recent DLC and both items in the store listing are fully released with no unreleased entries.
Bonus Content DLC released on launch day.

About this game
Welcome to the halls of Latin House!
The best dorm (that you can afford) at the greatest college (that would accept you) in the entire country (Not counting the parts that aren't here). Okay, maybe we're overselling it.
Either way, you're invited along with either Max or Anne as they make their way through the first year of their college experience.
They'll share their dorm life with four other tenants as they pick their class load, pick their jobs, and maybe even pick someone to have a little extra curricular fun with.
Neither of them can get through college without you, so who will you help? Rock god Max or Book-smart Anne? Between bitter tenured professors and a ridiculously distracting student body, it's going to take everything they've got just to make it to year two.
