Evaluation
Tumbleweed Express launched on May 31, 2016 as a complete, self-contained game featuring 12 levels, combat, upgrades, and a full boss roster. Following launch, the developer shipped a series of bug fix and quality-of-life patches through December 22, 2016 — addressing player feedback on performance, balance, and usability — along with a standalone soundtrack DLC on July 7, 2016. The July 2016 patch notes reference a developer blog post discussing "what is next for our team and Tumbleweed Express," but no specific new content was ever announced or delivered following that post. The developer's last official communication was the December 22, 2016 patch, and there have been no posts, announcements, or DLC listings of any kind since then. The sole DLC (the soundtrack) has been released. With no unreleased DLC, no announced future content, and no developer communications since December 22, 2016, the game appears to have launched as a finished product and concluded its post-launch support cycle with that final patch.
Evidence
Final patch (v1.2) delivered bug fixes and minor housekeeping. This is the last official communication from the developer.
Only DLC listed is the original soundtrack, released July 7, 2016. No unreleased DLC exists.

About this game
The year is 1885, the height of the Age of Steam in the United States of America. But something is not quite right in the land of destiny and the free market: Dirigibaus, a ruthless entrepreneur, has monopolized trade in the West with a fleet of airships! Dirigibles and zeppelins dot the skies as agents of an oppressive business regime.
Someone still fights for the little people, though. The venerable Tumbleweed Express Steam Engine, long-thought to be obsolete and scrapped, is set to saddle up and ride again. The Tumbleweed is about to spearhead a logistics campaign meant to compete with the Dirigibaus, bringing support to those who have been downtrodden and forgotten. Dirigibaus doesn't take kindly to competition, however, so the Tumbleweed has armed herself for war...
