Evaluation

Victoria 3 launched on October 25, 2022 and has maintained one of the most active post-launch development cadences of any Paradox title. Six major content releases have shipped since launch, the most recent being The Great Wave expansion on April 28, 2026, which delivered a comprehensive naval overhaul and Japan-focused narrative content. Two DLC packs included in the Volume 3 expansion pass remain unreleased and are listed on the store: "State and Revolution" (a Russia-focused Immersion Pack) and "Century of Strife" (an Immersion Pack with no release date). On September 3, 2026, the developer confirmed "State and Revolution" will release on October 22, 2026, alongside free Update 1.15. Development is clearly active right up to today's date (September 14, 2026). Dev Diary #187, published September 3, 2026, provided a detailed first look at "State and Revolution" content. Dev Diary #188, published September 10, 2026, covered major free content coming in Update 1.15, specifically a thorough rework of socialist mechanics including new laws, new paths to revolution, and new Council Republic gameplay — all shipping free alongside the paid DLC. The "AI Update" (which was version 1.14 in development as of the previous evaluation) has been rolled into Update 1.15 for versioning reasons, as confirmed in the September 3 dev diary. An open beta for these changes launched September 2, 2026, with weekly beta updates scheduled through September 22, and a full public release targeted for October 22, 2026. The developer's March 12, 2026 announcement described Volume 3 as "a year-long journey of updates and content," and all evidence confirms that journey is firmly ongoing with at least two more paid content releases and a major free update scheduled in the near term.
