BLUE REFLECTION launched on September 26, 2017 and received all of its downloadable content — costume and cosmetic packs across 23 individual DLC releases, plus a Season Pass — by November 21, 2017. The final DLC batch (Vacation Style sets and a Special Event pack) all shipped on that date, completing the Season Pass content. Developer communications from October and November 2017 consisted of small technical patches to fix crashes and improve DLC compatibility. There have been no developer posts, announcements, or content releases of any kind since November 2017. All 24 DLC entries are marked as released, and the Season Pass has been fully fulfilled. The game launched as a self-contained story-driven RPG and was supported with cosmetic DLC for roughly two months post-launch, after which development concluded. No future content has ever been announced or hinted at by the developer.
Evidence
Season Pass and all 23 associated DLC packs are fully released, with the last batch shipping on November 21, 2017. No unreleased DLC remains.
Feature patch added Model Viewer to the Dressing Room and updated compatibility with costume DLCs. This is the last substantive developer post on record.

During your school life, you will not only advance the story but also deepen your friendships with other students after lessons have ended and take on a variety of missions.
[2] The Extraordinary: The Common
In the Common, you will mainly search for items and fight battles in order to complete the missions you have accepted whilst at school or to resolve other student's problems.
[3] The Extraordinary: Battles with Sephira
Repeating the cycle of school life and visits to the Common will advance the main story, eventually causing a "Sephira" to appear in the real world. Sephira appear at various points during the story, and Hinako stands up to fight them in order to both realize her own personal wish and to save the world.
