Evaluation
Cauldrons of War - Barbarossa launched on September 25, 2020 and received a series of feature patches through mid-2021 that added the full Winter Offensive scenario, PBEM multiplayer, and various quality-of-life improvements. The developer's attention then shifted to the sequel, Cauldrons of War - Stalingrad, which entered Early Access in April 2021 and officially released on September 10, 2021. The August 28, 2021 patch for Barbarossa explicitly notes that Stalingrad was finished and backported some of its new features into Barbarossa — this represents the last meaningful content update for the game. By September 2022, the developer announced an entirely new game, Rise of the White Sun, confirming that focus had moved on well beyond the Cauldrons of War series. The store description contains no mention of planned future content, and no unreleased DLC is listed. The December 2021 post asking players what they'd like to see in a future patch generated no follow-up from the developer. The last developer communication specifically addressing Barbarossa was the August 28, 2021 patch. With no outstanding commitments, no unreleased DLC, and developer activity clearly focused on other projects since at least late 2021, Barbarossa can be considered a complete, finished product.
Evidence
Cauldrons of War Stalingrad officially released as a standalone sequel game, signalling the developer's primary focus had moved beyond Barbarossa.
Quality-of-life overhaul patch backporting features from the now-finished Cauldrons of War Stalingrad — the last dedicated content update for Barbarossa.

About this game

Cauldrons of War Barbarossa is a turn-based strategic wargame.
From June 1941 until the Battle of Moscow, play the USSR or the Axis forces in one of the largest and bloodiest operations in history.
That was the summary, now I want to explain to you as an author what I wanted to do with this game:
"My intention was to make a very historic Wargame which would be the ideal game to launch when you want your WWII shoot
without wanting to launch one of your usual games that last for weeks.
I was also tired of the hexagons and "regions", I wanted to test a new system based on operations.
The result is more historic, simpler and faster.
I also wanted the gameplay to be very different for the German and the Soviet,
and I think you will see by playing that each side has its own particular feeling.
What I can promise you is that you have never played a wargame like this before and that like playtesters,
you'll want to come back to it often.
have Fun !
