Evaluation

Citystate II launched on September 23, 2021 and received a substantial run of post-launch content updates — 10 major updates in roughly 14 months, covering new biomes, mining, harbors, mixed-use zoning, waste management, new buildings, and more. The last of these major updates was Update 1.4.3, released on December 2, 2022. In that same December 2022 post, the developer (Andy Sztark) was candid about the game's commercial situation: despite sustained update efforts, sales and engagement had plateaued, and the most-requested features (curved roads, mod support) would require rebuilding too much of the game's foundation to be practical. He announced that development of a successor — Citystate Metropolis — had already begun, and that Citystate II would receive only minor patches going forward. That transition became fully official on September 24, 2025, when the developer announced Citystate Metropolis with its own Steam page, describing it as a ground-up rebuild with a fundamentally new road and zoning system. The post makes clear that the developer's full attention has shifted to the new title and explicitly explains why continuing to build on Citystate II was not viable. Since December 2, 2022, there have been no further major content releases for Citystate II. The game shipped as a substantially expanded product over its active development window, and the developer has clearly communicated that the content development cycle has ended.
Evidence
Developer announces Citystate Metropolis — a full ground-up successor with a new Steam page — confirming that all future creative and technical investment has moved to the new title. The post explains at length why continuing to build on Citystate II's architecture was not feasible.

Developer explicitly states that sales and feedback have not improved enough to justify continued development on Citystate II. Most-requested features like curved roads cannot be added without rebuilding the game. Announces that development of a successor (Citystate III / Metropolis) has already begun. Says only minor updates should be expected for CS2 going forward.
