Evaluation

Citystate launched on February 22, 2018 and received a series of substantial updates through 2018 and into 2019, including Region Mode (November 2018), the Space Expansion (April 2019), and the Army and Migrations update (May 2019). At the end of that final update (patch 1.2.4c, posted May 25, 2019), the developer explicitly stated: "There won't be any additional major updates for Citystate in the future." This is a clear, direct statement that content development for the game is complete. The developer followed up on June 25, 2020 with a thank-you post announcing they had moved on to work on Citystate II, confirming the original game is finished. No unreleased DLC exists on the store, and no further content has been announced for Citystate since that point.
Evidence
Developer posted a thank-you message announcing they have moved on to work on Citystate II, citing engine limitations and diminishing interest in the original game as reasons for starting fresh.

About this game

Notes from the developer:

- This is not a puzzle game, in Citystate there is no right combination to build a successful Nation. This is a sandbox, old school style in which most building tools are unlocked at the start. There are no mandatory guided steps, aside from a brief independent tutorial.
- Micro-management is minimal in Citystate; you won't need to build public facilities or set up bus lines. Instead, the game focuses on macro-management and economics, encouraging you to explore the big picture and experiment with political ideologies.
- The game mechanics are based on today’s global economy. The effect of policies aim to mirror real-world nations and their inherent differences. Citystate is often politically incorrect and possibly biased.
- The game is specifically designed for mature audiences.
