Evaluation

European Ship Simulator launched in Early Access and reached its full 1.0 release on February 20, 2015. At launch, the developer (Excalibur) expressed clear intentions to continue supporting the game with new ships, ports, and features, and did follow through with several updates in early 2015 including new ships, a port, and engine improvements. However, the development story took a significant turn. In September 2015, Excalibur announced that negotiations with the original developer had broken down, the team had been replaced, and the new developer chose to restart the project from scratch. This effort became an entirely separate game — World Ship Simulator (App ID 403980) — which launched in Early Access in November 2015. Excalibur confirmed that all owners of European Ship Simulator would receive World Ship Simulator for free as compensation. Following this pivot, all developer activity moved to World Ship Simulator. European Ship Simulator received no further content updates or communications after late 2015. The game's Steam store page was last updated in September 2024 (based on the asset timestamp in the store description), but this appears to be a routine asset refresh rather than new content. The store description still carries legacy language about future DLC and support, but this predates the pivot to World Ship Simulator and has not been reaffirmed since. Given that development effectively ended when the team moved to World Ship Simulator, and the game has had no developer communications or updates since 2015, European Ship Simulator is best understood as a completed product. The final content-complete state of the game corresponds to its November 4, 2016 Steam re-release date (the current release date on record), at which point it was a fully shipped, static product with no further content activity.
Evidence
World Ship Simulator launched in Early Access. This post confirms the full pivot away from European Ship Simulator — all development resources moved to the new game.

About this game

Captain eight highly detailed vessels and explore famous European ports including Dover, Rostock and the bay of Gibraltar. Larger vessels will break through the waves with tremendous force but smaller ships will rock back and forth creating a great experience as you try to combat realistic water physics.

Each ship handles differently, some with different controls to master while others may have a sharp difference in acceleration and speed. Every ship contains a highly detailed bridge for you to explore in first person mode.

Included is a detailed Mission editor which allows players to adjust wave height, create a selection of triggers and spawn AI ships. This game is a core product for the development team and will continue to be supported post launch with new updates and DLC.
