Evaluation
Lucius II launched on February 13, 2015 and received several patches through late 2015 adding bug fixes, localization, and a New Game+ mode. The developer's last meaningful post about Lucius II itself was in November 2015, at which point they mentioned slowing down on updates while noting a console version was in progress. In August 2016, Shiver Games released a separate spin-off title, Lucius Demake, on Steam. The only DLC ever listed for Lucius II — the official soundtrack — was released on March 14, 2018. In August 2018, Shiver Games announced Lucius III as "the last time" Lucius would return to Steam and "the final episode of the saga," and that game launched on December 13, 2018. With the trilogy explicitly concluded and no further content announced or listed for Lucius II, the game is a complete, finished product. The last piece of content tied to Lucius II (the soundtrack DLC) shipped on March 14, 2018, making that the practical completion date for the game's content offering.
Evidence
Shiver Games announced Lucius III as 'the final episode of the saga,' explicitly closing out the series.

The Book of Revelation predicts the birth of a child that would end up ruling the world with an iron rod. The first part of this prophecy has been fulfilled. It is time to take care of the rest. Whispers of a prophecy find their way to the boy's ears. Lucius decides to act again to regain his powers. But little does he know of his new adversaries...
