Evaluation
The Steam store listing for Max Payne 3 explicitly describes itself as a "complete edition" that includes "the complete original game and all previously released downloadable content," listing every DLC pack by name: Deathmatch Made In Heaven, Painful Memories Pack, Hostage Negotiation Pack, Local Justice Pack, Silent Killer Loadout Pack, Cemetery Map, Special Edition Pack, Deadly Force Burst, Pill Bottle Item, and the Classic Max Payne 1 Character. The short description reinforces this, explicitly using the phrase "complete edition" and stating it includes "all previously released downloadable content." All DLC was released at or shortly after the game's launch in 2012, and no further content has been announced since. The game is a fully packaged, self-contained product with no outstanding content commitments.
