Evaluation
Quarantine launched out of Early Access on May 24, 2017, with a 1.0 release that included new features and a new Fungus scenario. The developer's last communication was that launch post itself — there have been no subsequent updates, patches, announcements, or developer posts of any kind since May 24, 2017. Out of 50 news posts scanned, only 1 was meaningful post-launch content (the launch announcement itself), and there are no unreleased DLC entries, no roadmap, and no stated plans for future content. The game launched as a complete package and has received no post-launch updates in the nearly nine years since release. This is consistent with a game that shipped as a finished product with no ongoing development planned.
Evidence
Quarantine officially exited Early Access on May 24, 2017, launching version 1.0 with new features including a Fungus scenario and Steam Workshop support. This was the developer's final communication.
Pre-launch Early Access update added a new Ebola disease scenario and gameplay improvements, indicating active development leading up to the 1.0 release.
