Railway Empire launched on January 26, 2018 and received a steady stream of post-launch content: 8 paid regional DLC expansions, 13 free content updates, and a Complete Collection bundle. The DLC expansions released at regular intervals between June 2018 and May 2021, with the Japan DLC (May 7, 2021) being the final one. In August 2020, the developer published a Complete Collection bundle explicitly described as containing "the original game plus all 8 DLCs," signaling that the content package for the original game was wrapped up. All 10 items in the DLC list — including the soundtrack — are marked as released, with no unreleased entries. The developer has made no announcements of additional content for Railway Empire since the Japan DLC shipped on May 7, 2021. Subsequent developer news posts from 2023 onward focused exclusively on promoting the sequel, Railway Empire 2, rather than any new content for this title. The most recent post (April 28, 2025) was a sale announcement. Railway Empire is a complete, finished product with its full content library available.

In Railway Empire, you will create an elaborate and wide-ranging rail network, purchase over 40 different trains modelled in extraordinary detail, and buy or build railway stations, maintenance buildings, factories and tourist attractions to keep your travel network ahead of the competition. You’ll also need to hire and manage your workforce if you want to ensure an efficient train service, whilst also develop over 300 technologies ranging from mechanical improvements to the trains themselves to workplace infrastructures and advanced amenities as you progress through five eras of technological innovations.
However, you can’t just build and research your way to the top – the competition never sleeps, and to keep your business on track you’ll have to survive against up to three rival tycoons. To get to the top you may have to resort to more cutthroat tactics as you attack and sabotage your opponents through raids and industrial espionage.
