The Signal From Tölva launched on April 10, 2017 as a complete single-player experience. Shortly after launch, Big Robot announced a free expansion called "Ice Variant" — a new polar campaign — which shipped on March 30, 2018. That expansion appears to have been the final content commitment the developer made for the game. No further content was announced or delivered after that date.
Subsequent Big Robot news posts have been entirely about other titles: The Light Keeps Us Safe (a separate game that exited Early Access in September 2019), Ancient Enemy (a card game released in April 2020), and a Reinvented Edition of Sir, You Are Being Hunted (announced September 2021). A brief April 2020 post mentioned the upcoming third anniversary of The Signal From Tölva alongside a sale, but made no mention of new content. There are no unreleased DLC entries listed for the game, and no developer statements indicating further development is planned.
The game shipped with a clear content roadmap — the free Ice Variant expansion — and fulfilled it. Developer communications since March 2018 have been entirely focused elsewhere, consistent with a studio that has moved on to other projects. The game is complete.
