Evaluation
Warriors All-Stars launched on August 29, 2017. All 26 DLC items — exclusively costume packs — were released the very next day, on August 30, 2017. These were clearly day-one launch DLC rather than a post-launch content rollout. The store description makes no mention of future content, seasons, or ongoing updates, and there is no roadmap or announcement of additional material.
The two developer news posts associated with this game's Steam publisher account (May 2024 and July 2022) are announcements for entirely separate Koei Tecmo games (Samurai Warriors 4 DX and Warriors Orochi 3 Ultimate Definitive Edition) — not updates or content for Warriors All-Stars itself. There is no developer communication indicating any further content was ever planned for this title beyond its launch package.
With all DLC released on launch day and no post-launch updates, roadmaps, or content announcements of any kind, Warriors All-Stars shipped as a complete, self-contained product. Someone waiting for all content would have had everything available from August 30, 2017 onward.
Evidence
All 26 DLC items (costume packs) were released on August 30, 2017 — the day after launch — indicating these were day-one launch content rather than an ongoing post-launch rollout.
Publisher news post announces Samurai Warriors 4 DX on Steam — a separate game, not an update or content release for Warriors All-Stars.

About this game
A battle of heroes where everyone is the lead! The very first all-star title of Koei Tecmo!
The rousing action essential to "Warriors" series is powered up with new elements, such as open scenarios and multiple endings! Impressive assembly of 30 characters backed up by the original voice actors, and action that combines both familiar traits of the original series and new exiting elements like “Musou Rush”.
Furthermore, each character and their progression are drawn vividly, through special strengths and effects, known as “Hero Skills,” and the ways story and interactions change based on the battles they fight.
