Evaluation
Balthazar's Dream launched on May 30, 2017 as a self-contained puzzle platformer. After launch, the developers shipped one major content update on July 5, 2017 (a new challenging bonus level with achievements and trading cards) and mentioned a second planned update in August 2017 that would add another challenge level and a dogball minigame. The October 2, 2017 studio news post confirmed a Linux version and a performance fix, and mentioned that the developer planned to work on "a new level" in the coming week — but no such level ever appeared in the news feed. That October 2, 2017 post is also the last official communication from the developer about this game. The studio's attention had visibly shifted to their next project, Artificer, which was running a Kickstarter campaign at that time. The only DLC listed is the soundtrack, released June 9, 2017, and there are no unreleased DLC items on the store. The store description presents the game as a complete, self-contained experience with a defined scope (10 levels, 3 bosses, ~3 hours). With no developer communications since October 2, 2017, no unreleased DLC, and the studio clearly having moved on to other projects, the game is best understood as complete. The last developer activity on this title was October 2, 2017.
Evidence
First post-launch major content update shipped: new bonus challenge level with gravity mechanic, achievements, and trading cards. Developer teased a second crazy level 'in a month or so.'
Last official developer communication: Linux version released, performance fix applied, developer mentions intent to work on a new level 'next week.' Studio's focus was heavily on Kickstarter campaign for new game Artificer.

About this game
A kid named Dustin goes into a coma after being hit by an ice cream truck. His injuries are serious and there is virtually no hope of him waking up.
His dog sleeps by his side, dreaming of strange and mysterious lands filled with canine wonders. It is Balthazar - Dustin's best friend and there is no way in the world he will move even an inch away from his owner.
In his dream Balthazar senses a presence of two entities. Recognizing one as Dustin he uses his nose to follow him, while the other presence lurks menacingly in the darkness. Balthazar is sure that it is here to take the boy away.
With a loud bark Balthazar embarks on a quest to save his owner, venturing through the dreamscape with love and determination only a dog can possess.
