Evaluation

Concrete Jungle launched on September 23, 2015 and received a healthy run of post-launch updates over the following three years. The developer shipped multiple rounds of new buildings and content (October 2015, November 2015, February 2016) as well as ongoing feature patches and bug fixes through 2016 and 2017. The final update — patch 1.1.9, posted on November 21, 2018 — is particularly telling: the developer explicitly stated they had moved on to a new project (Shadows of Doubt), and the update itself focused on localization, bug fixes, and platform compatibility rather than any new content. The base price was also reduced to $6.99 at that time, a common signal that a game has reached the end of its active lifecycle. There have been no developer communications of any kind since November 21, 2018. The store description presents the game as a complete, self-contained package with no mention of future updates or planned content. No unreleased DLC exists in the store listing. All of this points clearly to a game that has been finished and wrapped up, with November 21, 2018 marking the end of active development.
Evidence
Developer released patch 1.1.9 while disclosing they had moved on to a new project (Shadows of Doubt). Update contained only localization, bug fixes, and platform compatibility work. Base game price was permanently reduced to $6.99. No new content included and no future content promised. This is the last communication from the developer.

About this game

A city planning deck-building game!

A new take on the city-building genre that swaps micro-management for a more strategic and puzzle-oriented style of deck building.

You have a deck of selected cards, which you can use to place buildings. Each building will affect its surroundings in different ways. The aim of the game is to clear city blocks by gathering the required number of points from your residents, giving more room to build. As the city grows, bigger and better new buildings can be added to your deck!

As you get opportunities to hone and refine your deck, residents will demand more from you. You'll find yourself inadvertently creating zoning puzzles- playing against your own past planning decisions.

Alternatively, engage in competitive city planning against challenging AI or local players. Take it in turns to place buildings in the same city and battle over the affection of your citizens!
