Evaluation
Dynasty Warriors 8: Xtreme Legends Complete Edition is itself the definitive, all-inclusive release of Dynasty Warriors 8 — the title explicitly carries "Complete Edition" branding. The game launched on May 13, 2014, and the developer rolled out two rounds of DLC through August 2014. The second and final round shipped on August 21, 2014, and the accompanying news post explicitly labelled it "the second (and final) round of DLC." All 21 DLC items in the store listing are marked as released, consistent with that announcement. A maintenance patch was issued in 2019 for compatibility fixes, but no new content has been released or announced for this title since August 2014. Developer news posts from 2022 and 2024 are announcements for entirely separate games in the Koei Tecmo catalogue, not updates to this title. The content for this game has been complete since August 21, 2014.
Evidence
Developer explicitly announced the 'second (and final) round of DLC,' covering new stages, costumes, weapons, and the Japanese voice option. No further DLC was planned.
All 21 DLC items listed on the store are marked as released, with the last batch shipping on August 20–21, 2014.
