Evaluation
McDROID launched on September 5, 2014 and received several years of post-launch updates. The developer explicitly declared the game's content complete in a September 26, 2016 news post titled "MCDROID SOULS," which stated: "This is the final update!" That was followed by one final piece of paid DLC — "The Swan Song DLC" — which released on October 17, 2017, and whose name itself signals closure. With that DLC shipped, all content commitments were fulfilled.
Since then, developer activity has been focused on a Nintendo Switch port (announced via Kickstarter in June 2020) and engine/optimization work that fed back into the PC version as a large patch in August 2020. A September 2021 post confirmed the developer was finalizing the Switch build for Nintendo's certification process ("Lotcheck"). None of these activities represent new content for the PC version of the game — they are either platform-porting work or maintenance updates. The developer has not announced any additional content for the PC game, and no unreleased DLC exists in the store listing.
The game is a complete, finished product. Someone waiting for all content can consider it fully done as of the Swan Song DLC release on October 17, 2017.
Evidence
The Swan Song DLC released on October 17, 2017 — the only DLC for the game, and now fully released. Its name reinforces finality.
Developer explicitly states 'This is the final update!' in the McDROID Souls patch post, signaling the end of PC content development.

McDROID is the a fusion Arcade/RTS, the love-child of RTYPE and Dune 2. You take direct control of the modular robot McDROID and protect your shuttle and your crop against various types of mutants and mutations. You can either fight head-on by carrying a weapon or you can deploy weapons and let them do the work, you can even deploy experimentals. The creatures either attack you directly or corrupt the ground, some even mutate your crops against you. It's fast-paced, it's full of surprises, it takes brains and it's a bit crazy, it's sci-fi like you have never played.
