Evaluation
OutDrive launched on February 22, 2016 as a stylized music runner with a retrowave aesthetic. The developer shipped a series of patches in early 2019 — including achievements, leaderboards, custom music support, and various gameplay tweaks — and released two DLC items on February 12, 2019: a soundtrack DLC and a wallpaper/poster pack. Both are now released and no unreleased DLC exists on the store.
The most significant communication came on November 26, 2019, when the developer posted a message explaining that the Steam account for a planned sequel (OutDrive 2) had been banned by Valve due to key theft and publishing irregularities involving an unauthorized third party. The developer expressed hope that Valve support might resolve the situation but acknowledged that even if unresolved, "Gloria stayed in your heart." This post reads as a farewell to the franchise rather than a statement about ongoing development of the original game.
Since November 26, 2019, there have been no further developer communications of any kind. All DLC has shipped. The last content update arrived in February 2019. The developer's 2019 posts contained forward-looking plans (OutDrive 2, localization, more achievements), but these were either bundled into the final February 2019 patch or abandoned following the account ban situation described in the November 2019 post. Given the circumstances described — a banned sequel account, inability to access Steam developer forums, and a closing message — the evidence strongly points to development having concluded. The original OutDrive itself appears complete, with no outstanding commitments remaining.
Evidence
Developer posts a farewell-style message explaining that the Steam account for OutDrive 2 was banned due to key theft and publishing irregularities. Developer states they wrote to Valve support but acknowledges the situation may not be resolved, ending with a sentimental sign-off about the original game's character. This is the last developer communication on record.
OutDrive OST - THE FOREIGN soundtrack DLC released on February 12, 2019, which had been previously announced as upcoming in the February 2019 patch notes.

About this game
Gaming experiment in genre of music runner - not a game, aesthetic concept.
Put the pedal to the metal or your girl will die!

Her heart works with help of the car engine and it’s you who decide how much time she has.
And it depends on you how many neon landscapes she will see - the road to the sky has no end in the last trip.
The endless world in Retrowawe setting where you'll burn tyres of the car to the strongest tracks of Retowawe/Synthwawe composers.
Neon landscapes with mountain chains and beaches will be your companions in the fated race.
If the car engine stops working, she will die and her blood will be on your hands!
Experience the atmosphere of the world inspired by 80s with their neon lights, VHS tapes and synth pop. Buckle up!
See you on the fluorescent road in your last ride towards the sunset!
PS: Never be game over.
