Papers, Please launched on August 8, 2013 as a complete, self-contained game. It was designed and shipped as a finished product with no post-launch DLC, expansion content, or ongoing content cycle. All updates since release have been technical in nature — bug fixes, engine modernization (a Unity migration completed in March 2023), and localization additions — with the developer explicitly noting in the March 2023 engine update that "there is no new game content in this update." The 10th anniversary post in August 2023 celebrated the milestone with a sale, merchandise, and a free standalone demake ("LCD, Please"), but contained no announcement of new game content or future development plans for the base game. The developer has not communicated any intention to add further content to Papers, Please. The game shipped complete and has remained so.
