Evaluation
Shipped launched on March 28, 2019 as a complete local multiplayer naval game. The developer shipped a substantial free update on September 15, 2022 — dubbed "Shipped v2" — which added a new single-player Challenges mode with 50 time-trial levels, a Practice mode, reworked physics and maps, improved AI, new music, and other improvements. Notably, the developer's own words in that update explicitly frame the game as finished: "the game was done, the sales were low, and we were busy working on new titles. It doesn't make sense to get back to it, but... we just couldn't help ourselves!" This is a clear statement that v2 was a passion-project revisit, not the beginning of an ongoing content cycle. The developer also explicitly ruled out an online mode, citing the scale of work required. There are no unreleased DLC, no announced future content, and no roadmap. The only DLC (the soundtrack) has been available since launch. Since the September 15, 2022 update, there have been no further developer communications. The game launched as a complete product, received one meaningful post-launch update that the developer themselves described as an exception to their "we're done" stance, and has been quiet since. This is a finished game.
Evidence
Developer explicitly states 'the game was done' and they were busy with new titles, framing the v2 update as an unexpected passion project revisit rather than the start of continued development. No future content plans mentioned.
Shipped v2 major update released, adding 50 single-player time-trial challenges, a Practice mode, reworked physics, improved AI, new music, and other improvements — the largest post-launch content addition.
