Evaluation

Spaceship Looter launched into full release on May 17, 2017 after a period in Early Access. The developer, Luxorix Games, actively patched and updated the game through 2017 and into 2018, adding new items, weapons, game modes, and quality-of-life improvements. On July 8, 2019, the developer posted an explicit statement that all active development on Spaceship Looter was ending. They announced the game would be made free-to-play, explaining that it had served its purpose in building experience and funding, but that their focus had fully shifted to their next game, Space Robinson. The developer described this as a deliberate conclusion, not a hiatus — "all the forces are now focused on" the new game. This was reinforced by a May 2019 post referring to an upcoming "last sale" and describing the transition as final. The developer's new game, Space Robinson, released in 2019, and no further updates or communications about Spaceship Looter have occurred since the July 2019 announcement. The only DLC ever released was a soundtrack pack in July 2017, which shipped years ago. There are no unreleased DLC items, no announced future content, and no post-July 2019 developer activity on this title. The game is complete.
Evidence
Developer explicitly announced all development focus has moved to their new game (Space Robinson), and Spaceship Looter would be made free. This was framed as a definitive end to active development on the game.

About this game

What happens to the ship when the crew dies? It just dangles around the Universe together with other space debris and becomes home for aliens.

Almost always such ships are full of valuable cargo any mercenary can take. The terms are as simple as that: you bring the ship to the new owner and all the cargo is yours.

The point is not to join the dead members of the crew...

Spaceship Looter is an action roguelike game, where mercenaries of all stripes rob drifting schooner, lost transtport ships and abandoned military cruisers - all what is filled with tons of valuable loot and hidden in the deep space.

Each ship is randomly generated and filled with heavily armed enemies prowling in search of prey. Buy new guns, upgrade abilities of the heroes, buy antiques, fight, and be sure - the booty will be yours!
