Evaluation
Tee Time Golf entered Steam Early Access on August 31, 2018 and has never reached a 1.0 release. The developer — a small two-person studio — shipped a steady stream of updates in the earlier years: major content updates in March 2019 (bot challenges), February 2021 (a new course, new game mode, and weather), plus feature patches and bug fixes through April 2021. The February 2021 update note mentioned the studio was "continuing our focus on getting ready for a console release" and intended to keep putting out new features for PC along the way.
However, the last official communication from the developer was on April 25, 2021 — a feature patch adding a new thumbstick swing mechanic. Since that date, there have been no further posts, patches, or updates of any kind. The game remains publicly labeled as Early Access at version 0.9.x, and the promised 1.0 release and console launch have never materialized. Over 5 years of silence with no explanation is a strong indicator that development has stalled, though the developer has not officially announced the project is abandoned or cancelled.
Evidence
Last official developer communication: update 0.9.4.2 adding a new thumbstick swing meter and VR quality-of-life improvements. No posts of any kind have appeared after this date.
Major update 0.9.4 shipped a new course, a new Last Golfer Standing game mode, weather conditions, and a new shot type. Post stated the studio was focused on getting to a console release, with further PC features planned along the way.
