Evaluation

Tropico 5 launched on May 23, 2014 and received a steady stream of DLC and two major expansions over the following year. The first expansion, Waterborne, arrived on December 17, 2014, followed by the second expansion, Espionage, on May 28, 2015. Alongside these, ten smaller DLC add-ons shipped between July 2014 and July 2015. On January 29, 2016, Kalypso released the Tropico 5 – Complete Collection, explicitly bundling "both full expansions and all 10 DLC add-ons released to date" — a clear signal that the content cycle was concluded and the package was being marketed as the definitive version of the game. All 13 DLC entries in the store listing are marked as released, with the last one shipping on July 23, 2015. The most recent developer communication was a September 29, 2020 patch (v1.11) that added cross-platform multiplayer support and fixed compatibility issues — a maintenance update with no indication of new content. The June 2017 announcement of Tropico 6 as a sequel developed by a different studio further confirms that Haemimont Games had concluded active development on Tropico 5. No further content has been announced or released since 2015, and the Complete Collection release on January 29, 2016 represents the point at which the game's content was fully packaged and complete.
Evidence
Tropico 5 – Complete Collection released, explicitly bundling both major expansions (Espionage and Waterborne) and all 10 DLC add-ons, marketed as the most comprehensive Tropico 5 package.
