The developer, Mahelyk, has explicitly and unambiguously stated that SCP: Blackout is no longer being developed. On March 26, 2024, the developer posted that the hard drive containing the project files became corrupted, leaving no source files or backups to continue development. As a result, the game was made permanently free and taken out of Early Access on that same date. The store description reiterates this directly: "SCP: Blackout is no longer being developed." The developer also acknowledged that VR support may degrade over time and that bugs cannot be fixed going forward. While the developer expressed plans for future games under a rebranded studio, those are entirely separate projects — SCP: Blackout itself is finished in its current state with no further updates possible. The game is fully playable, though VR will likely slowly go out of date. I'm sorry if you run into bugs or small issues, I won't be able to fix them, I'm sorry.
