Evaluation
Ghost of a Tale launched out of Early Access on March 13, 2018 after a successful Early Access period. Following launch, the developer (primarily a solo creator, Lionel "Seith" Gallat) shipped a series of patches to address post-launch bugs and polish the game, with the most substantial being patch 6.5 on March 24, 2018, which resolved the majority of remaining issues. A larger patch (7.91) on January 18, 2019 added London Symphony Orchestra character themes, new ambient music, and quality-of-life features in preparation for the PS4 and Xbox One console releases. The final notable update, patch 8.33 on March 22, 2019, brought in all bug fixes and improvements developed for those console versions back to the PC release. Since March 2019, there have been no further developer communications, patch notes, or content announcements of any kind. There are no unreleased DLC items on the store, no announced future content, and no roadmap. The November 2020 "major content" tagged post is a Nintendo Switch physical edition announcement from Super Rare Games — it is a retail packaging announcement, not new game content. The store description makes no mention of planned additions. This is a self-contained, single-developer narrative game that shipped as a complete experience. The post-launch update activity concluded with the console-parity patch in March 2019, and no signals of ongoing or planned development have appeared since.
Evidence
Patch 8.33 brought all bug fixes and improvements developed for the PS4 and Xbox One console versions back to the PC release. This is the last developer communication on record.
Developer announced the full release date of March 13, 2018, marking the end of Early Access and the full launch of the game.

It features stealth elements, disguises, conversations with allies and enemies, and quests.
You’ll be able to explore the secrets of Dwindling Heights Keep and navigate its dangers. Tilo is not much of a fighter, so stealth and nimbleness are your allies when confronted with enemies twice your size. Talk to the characters you meet and leave no stone unturned in your quest to find Merra, your true love….
Ghost of a Tale has been developed by a very small team. Lionel "Seith" Gallat is its creator, responsible for 90% of the art, design and coding.
